🔒 Email Safety Features
- Only managers and admins can create broadcasts
- Draft mode for editing before sending
- Cannot edit broadcasts after sending
- Rate limiting prevents overwhelming email servers (~300 emails/minute)
- Broadcasts use Postmark's marketing stream (not transactional)
